

Turbine has to spend their limited supply of dollars carefully. You might as well be asking why the Venezuelan government is unable to fund the kind of activities that the USA government can. That kind of money allows Blizzard to do things Turbine can only even dream of doing for Lotro. The money Blizzard gives WoW development is mostly likely more than the gross income from Lotro. WoW probably generates as much revenue in a month Blizzard as than Turbine has gotten from Lotro since launch of the game in 2007. You cannot change the race of an existing toon, and for the life of me I can't see why you would want to. You change race by deleting your toon and creating a new one. The factions in lotro are for everyone and just increase reputation, no need to change any 'faction'. You can change your crafting profession if you like, and your crafting guild. You can change your hair and some facial features at the barber in-game. I never have to be bothered sending a message to customer support. I can do recustomization, server moves, race changes, and faction changes, all from the convenience of a web page. WoW has offered this service (among others) for quite a while, and Blizzard makes it extremely simple to purchase these kinds of changes. With LotRO, I can pay to change my toon's name, but when, if ever, if Turbine going to offer recustomization? You'd think they would like to have the extra revenue.
